With Dilbert's device that links the Earth to the moon, shouldn't he be 5-B for a causing a planetary wide disaster? In this sense, he froze the entire planet just by linking a moon/planetary sized bridge to another large substance.

Besides, if has a device similar to this on in particular, than he should be able to have other devices that should be planetary as well.
 
Causing planet wide disasters is not destroying a planet.

All the tool does is move the Moon. Anything else is side effects that he didn't cause.
 
Well, I personally prefer to have such feats calculated, rather than using guesswork, but I am not invested in the issue.
 
I suppose that should be fine.
