I've seen people say Empathic Manipulation is a subset of Mind Manipulation, but why are they separated if that's the case?

Difference between empathic manipulation and mind manipulation

We often separate powers due how common they can be in fiction; for instance blood, bone, disease manip can easily be a subpower of bilogical manip, as well as mepathic, fear, madness, dream, sleep manip are subpower (or can be most of the time) of mind manipulation.

So Mind Manip resistance covers resistance to Empath Manip or is it completely contextual still

Afaik it should be a case by case matter.
