You're not baseline if you're stronger than other Wall Level characters, and his Volt Tackle is >>>>> his normal attacks.

lets say hes double baseline and his volt tackle is 4x that, that would mean his volt tackle is roughly 60 KJ. judy still has an over 10x AP advantage. to even be in the same ballpark he would have to be 40x baseline so he´d be easily stomping anything anywhere near baseline. and without a calc or exact number we kinda have to assume hes atleast close to baseline.
