In animes there are some areas that look small on panel but are actually pretty big. For example the battlefield that the Fourth War took place at.
Seireitei apparently is small country level but looks small

I'll start off in BC Ikaros was ordered to destroy the tower of babel, life wipe the country, and destroy it. It was stated that the country population runs into the millions. Now looking that the city-state babylon population was 200,000. Btw this takes place in our universe. Babylon began to grow its kingdom it took over city states around it such as Borsippa, Kish, and Sippar under the control of Sin-Muballit.
Hammurabi came after this father and freed Babylon from Elamite dominance, and indeed drove them from southern Mesopotamia entirely. He then gradually expanded Babylonian dominance over the whole of southern Mesopotamia, conquering the cities and states of the region, such as Isin, Larsa, Eshnunna, Kish, Lagash, Nippur, Borsippa, Ur, Uruk, Umma, Adab, Sippar, Rapiqum and Eridu
Here she is given orders to destroy the entire babylon
This her malfunctioning and falling back into the country she destroyed later on in the story as she tells what happened. You can see the tower of babel.
Here is the anime version cannon but shows a little bit more the small panels on the manga did not. The entire Babylon Kingdom is drawn so small that it looks like a small town but its not. We have key details that it is a country. Babylon expanded its empire by capturing the land all around. We also see the Zagros Mountains.
We know the city Babylon itself wasn't near or by any kind of mountains. As soon as Babylon start capturing all the city-states and the land in the southern Mesopotamia it was close the mountain range.
I saw told this is city level but I disagree. Babylon the city highest population was 200,000 not even close to the millions and Babylon stretched out its empire overtime too.
