In his Wizard Key, he only gains resistance to time manipulation and time stop after he absorbed toki toki since it's from absorbing him that those powers and resistances come from. Which is why in his wizard key he's 4A but 2A after absorbing Toki Toki. The resistance to time manipulation and time stop goes along with it
In his Xenoverse Key, he has Time Manipulation and Time Stop Resistance naturally because his xenoverse key already treats Toki Toki absorption as apart of the key rather than optional upgrade
In his Heroes Key, that Time Stop Resistance may or may not go, but I'm currently implementing a ctr explaining it.
