We can kind of agree in other thread to ban this Full Cowl 100% state of Deku for now, due to his current limitations and likely improvements as the manga progresses. The only reason Deku vs Bakugou was allowed is because they were in the same life-or-death situation using this form, though even that battle is likely to get outdated in the near future.
Please be patient, Steven Universe is over forever, so they will not change anymore, but I am sure that in the future Deku will be able to use Full Cowl 100% much efficiently.
