Well when you put it that way it sounds more like an Inconclusive to me. Because Zeno's one and only move will also allow him to one shot from any distance.

But the attacks still have to travel a distance to reach him right? Sorry I'm not very familiar with Hal's comic counterpart beyond the profile. But if the attacks have to travel to reach him then Zeno can raise his hand just as fast( because speed is equalized) and they both one shot each other.

If I'm wrong about how Hal's abilities work though then I apologize.

Speed is equalized though, so the construct will still take time to reach Zeno unless he can instantly teleport his attacks to Zeno. If he can do that, then yeah he one shots immediately.
