Good thing other characters are not DBS. Your only arguments are "Other characters don't so DBS shouldn't" doesn't work since context, verse mechanics and the way feats are done are vastly different. Plus, DB has shown many times that they can react and even outsped each other's shockwaves. And we literally see elder kai looking and reacting to those shockwaves.
Anyway, let's leave this for another time.

im ngl, dbs manga characters not scaling to the shockwaves is not right, even beerus at the beginning of the manga would wipe out the macrocosm with one singular ki attack, not even shockwaves lol, somebody should make a crt on that or add it to the scaling chain in the current one.

Janemba was extremely casual when he exerted that Ki when he received that statement, like way more casual then when Goku and Janemba started to actually fight. Because Goku was at least somewhat relative to Fat Janemba before entering SSJ3 (in SSJ2 he actually made Janemba use his powers against him and managed to hurt him).

So basically that makes the minimum of hell being the size of the universe, as we have explicit quotes that he was going to destroy the universe and was in hell.
