Okay I guess I'll just explain silver chariot requiem:silver chariot requiem is a evolution of silver chariot,stands are the reflection of the users soul polnereff lost chariot when it was stabbed by the arrow thus making it have no soul,it also doesn't have a mind as it walks aimlessly it's only goal is to protect the arrow,Look here if you need more info

Well yeah since they aren't souls and they reflect the users soul so even stands that are sentient still don't have souls because they reflect the users personality,chariot was sentient until polnereff sacrificed it to the arrow.

Well technically speaking, pretty sure Pol says that Requiem Stands manipulate fate, or souls, as a whole. I'm gonna have to actually check that now, probably a bit of info in jojoveller actually.
