Agreed with Weekly on this one... Unless i am missing something, Bill does not have an 3-A, only 11-A, At least Low 2-C, 2-A, and At least 2-A, possibly High 1-C

Low 2-C ( Infinite number of Infinitely sized universes ) < High 3-A ( infinite number of Universal power ) < 3-A

Not to mention Bill is on the higher end of Universal+ Scale ....

But if we are talking about Hax ( Which i do not believe can be made into an versus match... ) ... I believe Bill Cipher has the edge in that category.
