1. Why are the light-standards so strict? (main question)
The issue I see with this, and having such strict, wide-brush painted light standards is that they're not really predictive of the intentions in-universe. A lot of attacks that are stated to be lightspeed and are also stated to be light wouldn't actually get accepted as lightspeed without the statements, via the standards.
The issue, then, is the light standards aren't actually predictive of what is meant in-verse.
