Let's say, hypothetically, that there exists some fictional universe that canonically only has two (or less) dimensions of space, and presumably one dimension of time. Let's also assume that certain characters within that universe have the ability to affect and/or destroy the three-dimensional space-time the same way as a three-dimensional Low 2-C character has the ability to destroy a four-dimensional space-time. Would that qualify as "four-dimensional" power, despite technically only being three-dimensional? And if not, what tier would such a character be at?
