Indeed, I'm surprised this match-up just occurred to me. The ultimate yanderes who will deleted or destroy things to the extreme! And luckily, they both have the same AP. Low 2-C forms for both, therefore.

Since Low 2-C Count Bleck doesn't have infinite speed, he is a little embarrassed about forgetting the Chaos Heart, and requests the speed is equalised. Thus speed equalised.

Arena is Castle Bleck, I suppose.

Anyways Count Bleck, judging from his profile, seems to rely mostly on his massive AP as a 2-B as he seems pretty haxless compared to Monika (again, judging from profiles)

Besides I'm not sure if Bleck can take her out since she is non-corporeal and her hax has worked on other Low 2-C's (even after she had "died" she was able to erase President Sayori)

So I'll have to go with Monika on this one.

This is probably a stomp in Monika's favour. Bleck's only useful ability in his base is his ability to destroy the past of his opponent by erasing their timeline, and thus, them as a baby, which Monika is immune to. He has no other way to put her down, and gets wrecked by her in multiple ways.
