The character, I am thinking of, is the nothingness/Darkness that existed before the Low 1-C HDE being, and the Multiverse. He created the multiverse, and The children he gave birth too are the ones responsible for giving birth to concepts in the verses cosmology.

I don't think that qualifies for being type 2 NEP since existing before creation doesn't necessarily mean you don't have a concept.

it pretty much is all concepts. He created the multiverse and some concepts while some other concepts were created by his childeren.

The concepts that were created were for mortals to torment them. Luck, disease, famine, death, afterlife, etc. The concepts created weren't really anything to do with him or more like its not really anything that could affect.

Take as example that in several mythos and religions there's an eternal entity, that, aside of predating everything that existed, it pretty much exist (although as one may expect, it's beyond of people perspective, and they people will most likely unable to understand it).
