Corvo stops time and decapitates him, Talion doesnt have any powers until his Post-Resurrection form, which would be a stomp if it's used as it's High 8-C to Corvo's 9-A

In a fight between their 9-A forms yes, if you meant this to be the form of Talion that actually has powers then no, Talion would win.
