possession of something that Neron does not like to do in battle

Neron starts with illusions and Hellfire, so considering he has some knowledge of Captain Atom (one of the heroes he visited during Underworld Unleashed) he might be able to fool enough to attack and he uses intangibility to avoid attacks

I don't know, a 1/10 chance is that Neron notices that the Cap went into the timestream, he could go back to his realm and time travel from there to find him.

Although he has dealt with guys who travel in time, given the ability to travel in time to others and traveled in time by himself, So there is a possibility that both fight in the timestream

Oh deffo. But I think with others, it's more controlled. While cap did learn to control it later, it was still quite unstable and he would hurl himself left and right - without much control most of the time.
