Comparing Two Different High 1-A Characters With Different Levels of Power

I have a few questions about high 1-A characters. There’s two characters in this example, Lord Mareios and Thrastara. Thrastara is the less powerful, lower level High 1-A. Is it possible that in Mareios’s perspective, Thrastara (and all of the others that exist alongside him) could be limited by space time, etc when compared to Mareios? Is this possible if the work of fiction states or shows it as such?

Finally, how does one differentiate whether an inaccessible cardinal refers to a 1-A or High 1-A character?

I have no idea what you mean but if you meant seeing the other H1-A as fiction or a infinitesimal thing then yes it's possible.
(This is why layers exist.)

A inaccessible cardinal by itself has no tier, but assuming we have a inaccessible cardinal kappa amount of dimensions then it should be automatically H1-A by our current standards.
