Lore and gameplay backs me up. Kessler develops time powers eventually, and the game literally describes the ability as time dilation, not as enhanced reflexes. Everything, even falling objects/Cole, moves in slow motion.

Time dilation however would imply that his slowed perception could affect an outside observer. Since it's a self - time dilation, he's just amping his reactions to slow his perception of time.
