Cole has dealt with telekinesis, plus his only Mind hax is the mind trick. Which only influences the weak minded. Plus Cole is highly resistant to Mind Manipulation.

Gonna have to give it an inconclusive. Both seem to be very skilled and have hax that basically cancels each other out. Starkiller to Cole is pretty much just a really powerful conduit (not unlike the beast) while Galen has faced Jedi and Sith with strength that matches Cole, without the extra hax.
