Does resisting Conceptual Attack grant Conceptual Manipulation resistance?

Say, a Character A claim his Flame is conceptual in nature (for the sake of the question, we accept it at face value) and character B unaffected by this conceptual Flame.

Do character B got conceptual manipulation resistance?

Yes, unless the thing in question stated otherwise, by default it is resistance feat
 
That really depends on which way that flame is conceptual. For concept-related statements, the face value meaning is often not clear.
Like, if we take "flame is conceptual" at its most literal interpretation then it means the flame is an abstract thing and abstract things don't really interact with material things in a traditional way. So it would be a bit like not getting harmed by the punch of an incorporeal ghost, which is not necessarily any kind of ability.
If it's conceptual as in "this flame erases your concept from existence" then yeah, it's concept manip resistance.

What type of concept is the conceptual flame qualified for? (1/2/3?)
