Hey so this isn't a question specific to any verse since it could apply to a lot of verses but is touching a cloud considered NPI? I'm pretty sure they're mostly air so it seems like it.

Depends of how is done, it could be NPI or Solidification; but simply walking through clouds with no explaination wahtsoever do not warrant any of that (common in cartoony verses, where walking through clouds is possible).

Like what if a character straight up picked up a cloud with their bare hands?

In a realistic verse it could be considered NPI, in others not so much, context matter.
