Chronoa prob manipulation

So, Kanzenshuu has been translating multiple abilities for DBH characters. And this is just the beginning of the abilities i'm going to discuss. But this is a big one so I decided to make a seperate thread
So, one thing Chronoa can do is manipulate the chances of getting off a "miracle CI"

"Miracle CI" effects the chances of you getting any ability off on a target (makes it always land), and lowers their chances of dodging

"Perma increase the miracle CI" (sometimes leads to Insta kill)

The Kanzenshuu translator explained it better in the last paragraph

So, would this be some form of probability manipulation?
