Chowder's plot manipulation is usually used for gags and jokes; never a "serious" battle or whatnot. So I doubt it will come into effect here, unless you're saying Chowder could solo his entire verse as well I guess.
Also while Arale doesn't have plot manipulation, she HAS beat up a real life writer. Which is what level Chowder would be in.

In terms of what's more meta, Dr. Slump or Chowder, Chowder definitely takes the cake there and has better toonforce. Also Beerus doesn't resist toonforce on his profile (for good reason).
Still, Beerus is well...Beerus. Dude's like sextillions times faster and can do A through Z and back again before Chowder does even the slightest thing. We don't know how his sealing works but the fact that it exists means it's viable with their gap.
