Unless I'm mistaken, Chisato is just superior to Suisei in nearly every way. She's twice as powerful, can practically aim-dodge the flail and chainsaw even with equalized speed, and has far more combat experience than Suisei ever has had, particularly since she goes to a school with this purpose in mind.

She would not go for the killing blow, as is her nature, but since incap is an option for her, she can still easily knock around Suisei to the point where she can't keep going anymore.

Frankly, this seems like a pretty easy win for Chisato. Not a casual win without difficulty, but she should be able to take the gold here.
