Tracers blinking & time rewind will cause some massive trouble for Batman, making her extremley difficult for him to hit. Batmans best bet is to just bring this to a close quarters combat situation and use his martial arts to take Tracer out. But Tracer seems to be too slippery for that to happen. And even if it does, Tracer could just pulse bomb him & rewind time, giving her another shot at taking Batman down

Batman does have his bolas which restrained Spider-Man and smoke bombs to make things harder for Tracer. But I think she has the better offensive and mobility options to carry her. I’ll also vote Tracer.
