Characters who "aren't real"

Would a character get this ability if they are not real in their verse? The character would exist as something unreal, imaginary, or fictional (not in the sense of composite heirarchies). Would that be the same or similar to as to NP? If so, to what degree?
 
What.... the.... hell...?

Can you give me an example of someone who would fit these criterion? That would help me understand.

Cause, calling a character imaginary could mean Stupendous Man from Calvin & Hobbes and Bing Bong from Inside Out, who, while definately imaginary, have an impact on their verse.

Or, it could mean the Angel and the Devil from Tintin, who are a part of the character's imagination, and have no impact on the story, and should not be considered characters.
