Cell vs Naruto-verse

so here my thought what would happen if Cell time travelled into the Naruto-verse and was in his shell state for the first four year of the Naruto Manga

the condition is that this is a stats equal type of thing were cell just won't one shot everybody. everybody is still allowed to grow stronger including cell but his base stats start way weaker than his cannon story so he starts out in low-Chunin as he wakes up

he lands near the land of ICE
