Causing a small earthquake

Mainly depends on the magnitude, which is judged by how intense the shaking is. The guideline with with corresponding energy and the different earthquake formulas (meteor-like impact, seismic activity, radiated seismic waves) are here:


Also, the shaking needs to be wide-spread; shaking a small area isn't applicable to the above methods.
 
theres no one tier for this, it needs to get calculated, but you can get a rough idea from the magnitude chart

Anywhere from magnitude 1 to 5. And the shaking must be wide enough to shake at least a few city blocks.
