Earthquake Potency Question

Is the potency of an Earthquake dependent on the visible damage at its epicenter, or the damage at the given distance you are measuring from. I'm looking at one earthquake feat, and while the earthquake is felt by the characters only a few hundred meters away from the epicenter, they only experience a violent shaking while the epicenter is completely upended and destroyed by it.
