Going with my man Carl Johnson. Niko Bellic is better trained in hand-to-hand combat and shooting, but Carl is just a beast. He can dual-wield machine guns, has a jetpack, and he even fought the U.S. military on several occasions (something Niko has never done). So CJ for the win.
