Captain Atom, even unrestricted, was never shown to be Low 2-C.

He performed his high end feats when he's in the Quantum Field, including him creating a universe and beating Nekron

There's no downgrade, his Low 2-C key should stay but instead of unrestricted it should be within the Quantum Field
