Wind and myself keep an eye on the surroundings in case anything happens. I prepare to activate my powers if they'ree needed, Wind is still shaken up by the whole situation, but narrowly focuses on where the man was walking from.

"Right," Earth responds, approaching carefully.

Gurman lets Earth walk up to him, letting the team get footage on what exactly's going down.
As soon as he's nearly in reach, Gurman throws the camera and tripod at Wind and Fire respectively, lauching them at speeds like a bullet before grabbing Earth by the back of his head and near the waist to flip him over onto the ground.
With all of his opponents stalled for a moment, Gurman tried to just book it.

[Assuming myself and Wind notice Gurman reeling up his arm]
I turn into fire while flying towards the vigilante as he runs. Wind attempts to hoist herself upwards with a gust of air to avoid the attack. [Assuming my ability activates in time] The projectile flies through me and crashes into the wall behind me while I accelerate towards the vigilante
[Additionally I'd like to check of any of my team's Natural Trigger Shards activate automatically to avoid the attack]
[Assuming Gurman can lift a man made of solid stone at this point, and catches Earth off-guard]
While Earth is being hoisted he attempts to punch the man . Otherwise, he is send barraling towards the floor.

Noticing the man reeling his arm to attack Wind, Earth jumps in the way to take the attack for her.

Gurman is pretty much unbothered by the punch, as he shrugs off whatever damage it did and makes his way.
He looks over his shoulder to find Fire in pursuit, then tries to scan the street infront of him for escape options as he continues to run.

The projectile crashes behind Wind while she's sent up by a gust of wind. She runs over the Earth.
"Earth! Are you okay?!" She yells.
"Ugh... I hate grapplers." he groans. "I'm fine, though, you go help Fire and I'll stick around here and call some help."
Wind runs after Fire, pushing herself with an air blast to increase her speed and hover slighly, while moving air in front of her to decrease air-resistance.
I'm in hot pursuit. The man has the lead on me, however I gain momentum flying behind him. I notice Wind behind me, which means Earth has to be alright.
[I'll let Dragon determine wether or not I am or Wind is fast enough to catch up, although I'll note I have a maximum flight speed of 120 km/hr]

There's a fire escape nearby you could try climbing up. You could also try to get away from your pursuers by running past the pedestrians walking through the streets.

The fire escape wouldn't work. It's self evident this guy can fly, so getting to a higher location would probably just slow them down. Pedestrians should work, though.
Gurman takes a jump into the crowd, trying to cause just enough chaos to draw attention, before blending in and removing attention.

I attempt to activate Mountain, before moving to grab his leg while throwing him as hard as I can to a wall.

Wind loses control, veering to the left while tripping and rolling to avoid crashing into pedestrians. She's roughed up a bit, but can still stand up and run.
Damn it; Wind should be fine.
I yell out "Wind! Get back to Earth, I'm on this."
"Roger!" Wind turns around, wiping her face, and sprints back to Earth's location.
After I see Wind leave, I notice the man has disappeared into a crowd of civilians. I turn back into my human form, before flying 20 meters into the air to try and see if I can get a solid location on him.
[I use Flight to get high ground and do a perception check basically]
Earth finally stops feeling sore, and gets up. He decides to investigate the area a bit more before taking off to PRT headquarters.

"Heroes caught the trail instead of Merchants. One's made of rock, one controls wind, one can turn into fire. The crowd is good cover, but Fire is still in the air and trying to locate me."

Mister Wizard hits the comms channel and radios to Jack and Rai, who are both on the field and gunning it.

"I'm fine, just got a stroke of bad luck. He's out searching for the perp, who jumped into a crowd. He told me he had this, but..."
"But what?"
"Something's off. Remember how there were more Vigilantes in on this?"
"And I thought I was the lone wolf here. We need to help him..."
"I can get to the PRT faster. You go run to help Fire."
