You can be anything upto High 1-A.

Some even argue you can become a tier 0 but that is more controversial.

IIRC most of Umineko characters are 1-B in tier but 1-A in function (though I don't know how it works). So yes, High 1-B can become 1-A .

But iirc not all humans can become Witch, let alone attain power at same level as Bernkastel for example.
