Can the Doctor solve the Skasis Paradigm on his own?

The fact that the Skasis Paradigm is listed as a weapon/technique the Doctor can harness (in the sense that stats/powers/tiers have been listed for him were he to have it), seems to suggest that he is capable of cracking it all on his own (and utilizing its power), or at least has an easy way to attain the means to do that. Is that the case? Has it been really shown that the Doctor can solve the paradigm by himself (and possesses the necessary intelligence and creativity to do so)? Granted, the Krillitanes seemed to think that he can, since they readily offered it and the resulting power to him. Also, you can't really list the paradigm as one of the Doctor's weapons/techniques/gear if he needs an bunch of children with artificially heightened intellects to solve it, so the implication is that for him to use it meaningfully in any battle scenario (bloodlusted if necessary), he needs to be capable of solving it on his own, perhaps with assistance from the TARDIS' computers, but not whatever the Krillitanes were trying to do.
