Can speed be upscaled?

Let's say Character A is a High 6-A+ (27 Exatons) and Relativistic+ (0.90c) fighter. Character B casually blitzes and one shots A. I assume B's AP can be upscaled to 5-C but can B's speed be upscaled to SoL/FTL like their AP?

It depends on the feat, you don't have to be 11% faster than someone to blitz them. They wouldn't even have to be 5-C
