It really depends on how you define mentally challenged.

If you mean: "Can a character have below average intelligence without a diagnosed mental disorder"?
Then obviously, yes, and they can be as stupid as the author wants.

I think our baseline is basically having passed high school or equivalent.

Also, if character is absolutely talentless, bad at everything he does but have enough consciousness to understand his flaws and overanalizes a lot of things (philosophycally or sees a lot of causality behind every action/occasion) - is it average or below average intelligence?

Our measure of intelligence lumps together a lot of different things, talent being one of them.

So, if they're completely talent-less, I don't think being self-aware of that is enough to make them not below average.

If you're struggling, you should consider seeking professional help.

Conversely to my previous point, having a mental disorder also doesn't necessarily mean you aren't intelligent, and is nothing to be ashamed of.

Basically I either have horrible willpower and can't develop any of the skills to be something more than "amateurish/tolerable" without torturing myself, or I just extremely talentless and tormented myself with hardwork

Whatever it is, you should tell your doctor about it.
They can suggest whatever your next steps should be.

Even in real life IQ score is a very limited and flawed way to measure intelligence.
You'd have to evaluate their feats and credentials I suppose.

Well I won't comment on that since there's probably people in this community who support AI art.

In general, a majority of people will be close to average, hence the name.
