Part of the Tier L2-C criteria:

Low 2-C: Universe level+

Characters or objects that are capable of significantly affecting, creating, and/or destroying an area of space qualitatively larger than an infinitely-sized 3-dimensional space. Common fictional examples of spaces representing such sizes are space-time continuums (the entire past, present, and future of 3-dimensional space) of a universal scale.

Which means, characters with Low-Godly & Mid-Godly regeneration won't regenerate back automatically when hit by an L2-C character, right?

Because L2-C will destroy their points in time (Past-Present-Future), which also means erasing their existence in the past.
 
depends on some Low 2-C AP that does not have the range actually to affect an entirety of the timeline and only gain it through scaling or harming another character with such durability.

Only those who has feat of having the range and also the AP to do so could potentially do it but at the same time it could also risk them dying along with it unless they themselves can survive it.

most tier 2 often don't really have the range to affect the entirety of a timeline and only get it through scaling with characters that are capable of doing or surviving such a feat
There are many tier 2 character that have ap and same range, iirc,
