Can a 5D character exceed the immo 9 of a 4D character?

Depends what the immortality is based on tbh and whether they can effect it.

If it's like, immo 9 due to the existence of a universe than they could likely take it out but if it's inmo 9 due to some abstract stuff then a low 1-C won't always bypass a tier 2 character.

That's my interpretation at least.

Does being higher dimensional neutralize type 9 immortality? I mean, for example, if a High 1B character 2A nullifies a character's type 9 immortality, how.

No it depends on what kind of type 9 we are talking about here if the type comes from someone outside the 5d character's range or from someone who is above them (for example someone who is 6d or above) they can't do anything

Their range, let's say that the tier 2 character's immo 9 is based on a being residing in another universe then the tier 1 character needs multiversal range to reach them
