Buggy the Clown Vs Nadia Fortune

Ms. Fortune would win. Both are immune to cutting attacks, so this would come down to the power of their physical and special attacks (Muggy Ball and Fifth of Dismember) and their blunt durability, all of which are higher for Nadia. That, coupled with higher speed, spells the end for the Pirate Clown.

To be honest it can go either way for them and the fact it can be an extremely close fight.
Fortune's faster but Buggy has control over the battlefield (Chop-Chop Festival and the Muggy Balls)
The two can split apart rather easily
The Muggy Ball can harm giant beasts and destroy large towns something that Fortune can survive
Most of their attacks are cut based (Fortune's Claws and Buggy's Knives)
So more than likely they counter each other in most aspects.
The battle would come extremely close.
