If we include the Virgil Reality Helmet, Bubsy easily takes the battle.
Without it, Blinx's superior time hax and combat experience lead me to believe he wins. His ability to attack from afar while still being able to manipulate time and be immune to the same abilities (with the right amount of crystals) would also help him negate the speed equalizer.

I mean, speed is equal, and Bubsy with that helmet would likely stomp.
