Whose reaction time?

Geryu doesn't have Rel+ reactions on his profile.
Well, the reason Boros scales above Gery's attack speed is because of the confidence scale:

Boros confident he could keep up with Saitama > Saitama casually picking up the stone > Gery flinch
 
On the topic of speed

Is it just me, or did he kick saitama even faster than the electricity could keep up?
Keep in mind that this electricity was already shown to have enough range to touch the ground and traveled many meters when he shot the released blast
it’d be interesting, perhaps as a secondary justification, unless there’s some way to calc it

Would it be calc stacking to take the timeframe it would take for Geryu's rock to hit Saitama as Boros's reaction speed and then use that to calculate Saitama's Blitz?

Since it is a stated speed and the timeframe it would take based on that stated speed I don't think it'd be calc stacking

That is still considered calc stacking if I’m interpreting this right
