Border between collections of Universes and a Multiverse

We have a tier for both destroying a lot of universes and one for destroying an actual Multiverse. However, I still don't know what are the requirement required to be considered an actual Multiverse rather than just a lot of Universes.

For example, a character can be 2-C without destroying a Universe-sized universe, just as long as it is actually one. Does the same apply for being 2-A?

Since I never actually seen any characters becoming High 2-A over destroying an universe not made out of Infinite Universes.

Well, we have quite clearly defined borders for numbers of universes, but if a character can destroy or create a 4-D spacetime continuum that is much smaller than a regular visible universe, then that is High 3-A.
