black hole question

if a black hole is calced at 5-a yet doesn't even collapse a building it is on does it mean the black hole formula can actually be used cuz "All that proves is the gravity is limited to a small area" or it means it doesn't work like a real one?

I would argue that unless there is reason to assume that the gravity is getting contained in some fashion (magic, superscience etc.) that is good evidence against it being a realistic black hole.
One would then compare it with the evidence towards it being a realistic black hole and see what is most reasonable.
