Wiki definition of the Rage Power:
Elves are filled with hatred towards humans (especially towards Royals). They want revenge and won't hesitate to kill any human in their path. And if a human is able to hold them back, they enter in that weird state.
Basically, this weird state increases their mana, their strength and sometimes their speed (as seen with Luck)
Speaking of him:
Luck Voltia
Here, Luck's Strength and Speed increased to the point that Asta couldn't take him alone and needed help from his comrades.
(Btw don't worry about his smile, he just has some issues.)
Again, his strength increased even more.

Next page, they were able to calm him down
Langris
Now this is harder since he did it while he wasn't even an Elf yet. However Julius Novachrono suspected him to be, somehow, part of the Eye of the Midnight Sun's goal: reincarnate Elves and kill Humans
Not only that but he's the Vice Captain of the squad leaded by the same person who leads the Eye of the Midnight Sun.
Some of the Black Bulls states that he is emitting the same aura that Vetto and Fana (whom are members of the Midnight Sun and elves too). I don't have the panel for now so you gonna have to trust me.
Random Elf
Even random elves have this rage mode
Again, Asta has the same feeling he had when he fought Vetto and Fana
