I suggest bill, due to being that all of Bobobo's powers are used for comedy, while Bill has casual hax and can only be stopped the the magical barrier in Gravity Falls. And Bill is very likely to simply attack to kill, while Bobobo will most likely mess around 'till he is dead. And while he does have some flashes of genius, Bobobo is a screwball. So I vote Bill for will to kill and hax.
