Yeah, I found the feat... sadly it's from Balder using Right Eye, which scales to Bayonetta's peak. He powerscales to High 4-C and no one would scale to his feat, so the 5-A scaling doesn't go to anyone, really.

So 5-B Top/Mid tiers, and High 4-C God Tiers.
