Are battles between tier 0 characters restricted or not?

If you have a 5 dimensional character or higher what's the default tier?

What's the difference between PIS & Outliers?

Why is Superman (Original) & Superboy Prime/Superman Prime so OP?
 
1. Yes they're restricted, unless you have people with PHDs in mathematics, meta-physics and philosophy on hand.

2. If the exact dimensionality is stated and proven to be referring to a multi-layered, transcendental cosmology then look at Tier 1 to know. If higher dimensionality is proven to be transcendental but the exact extent or dimensionality isn't stated then you examine the statement or feat which, depending on wording and context, would put them at 1-C or 1-B. If neither conditions are met then they're Unknow until further evidence is provided.

3. This is somewhat hard to define but basically, PIS is usually present in a situation that goes against previously established logic or rules for the sake of the story (A villain not using hax that he would normally open with against the hero for example). An Outlier is a feat that is either too far above or below the normal showings of the character to be reconciled with the setting (Iceman hurting Oblivion as another example).
