Yes, it's apparently (because I really want scans on this ability) true that Penny's Madness Hax is able to affect higher dimensional stuff, higher than 4D. I'm not really sure how Madness Hax will work on a nearly mindless being made of pure evil, maybe it might work due to its potency.

Would any of Giygas's Passive work on Penny? I don't see any resistance to any of it.

Also, I thought Ness was going to go up against someone since he's better known for his passive abilities.
