[ Battle of the Hams ] All Might vs. Mask De Masculine

Speeds are equalized. All Might can see Quincies, and hirenkyaku doesn't work in the human world.

Mask's Regenerationn is assumed to be High-Low/Low-Mid, as he hasn't shown the ability to Regenerationn from decapitations, though is capable of regenerating from being bisected.

Scenario One: Both are their weakest, 7-C version.

Scenario Two: 7-A Mask vs. All Might and Midoriya.

Scenario Three: Mask has his Vollstandig, whilst All Might has Izuku Midoriya and Mirio Togata. Speeds still equalized. The heroes have had time to prepare. James, Mask's source of empowerment, is mortal in this scenario.

Mask himself isn't immortal, though possesses a healing factor, via James. I think I'll edit the post to include James, since he's sort of important.

James, however, is his pseudoimmortal follower who constantly cheers him on.
 
It probably surpasses Nomu in capability, but not in functionality, since Nomu's shown to regenerate a lot more frequently than Mask - who normally does it out of combat or whenever someone isn't striking at him - such as in the case of his eardrums.
