His 3-C tier isn't justified. No statements exist saying he created the planets, the stars, or the space in between. He looked at them and they appeared. Stars aren't always in the sky, so that could just be them appearing in the sky. It could also just be because of a deliberately wacky universe. As I said, you could gauge a tier based on the energy it took to create the rocket ship.

The episode doesn't imply that. As stressful as it was watching the episode, I didn't see any statements implying he created the galaxy. Nor the planets. Nor the stars. They just became visible because it was becoming night. And they saw the planet because they were looking through a telescope. Again, you could gauge a tier based on the energy it would take to create a rocket.
